Stricter Requirements Planned for Business Manager Visa_20250805
Regarding the “Business Manager” visa status granted to foreign nationals starting businesses in Japan, the Immigration Services Agency has entered final deliberations to raise the capital requirement, in principle, to “30 million yen or more”—six times the current amount. After consulting with an expert panel later this month, the agency aims to revise the relevant ministerial ordinance and implement the changes within the year.
Although this visa category is intended to attract entrepreneurs and enhance Japan’s international competitiveness, it has been criticized for having more lenient requirements compared to other countries, leading to misuse. The government is moving to tighten the criteria, according to multiple government sources.
This visa allows stays ranging from three months to five years (renewable), and family members may accompany the applicant. Currently, the requirements include securing a business office and either having capital of at least 5 million yen or employing at least two full-time staff. Under the new policy, the capital requirement will be raised to 30 million yen or more, and applicants will also be required to employ at least one full-time staff member.
